Quob Park Solutions OS³ Frameworks Client Highlight:
PAETEC Communications implementation of OS³

PAETEC purchased the OS³ Frameworks Network Change Management and Maintenance (NECMM) module to replace their in-house built Scheduled Maintenance system called SMD (Scheduled Maintenance Directive). PAETEC is licenced to support a capacity of approximately 450 OS³ Frameworks users.

The purpose of the Scheduled Maintenance Directive processes and the SMD system is to facilitate the efficient and prompt handling of all network engineering changes relating to the Construction, Maintenance and Growth of the PAETEC network.

The replacement of SMD with OS³ Frameworks was also part of a wider initiative to embrace ITIL Best Practices across IT and Network operations.

Client Identified Benefits

“The implementation of OS³ Frameworks to support PAETEC’s Scheduled Maintenance Directive processes will further protect customers from unexpected service interruptions and provide the PAETEC Network Health Centre with the tools necessary to efficiently and effectively manage network changes.”

(Client Interview with Phil Brooks, Chief Strategy Officer, Quob Park Solutions)

Key Business Requirements

Configurability to support PAETEC’s established Scheduled Maintenance Directive processes

PAETEC’s operational processes to undertake scheduled maintenance of the network are well established and proven so it was important that OS³ Frameworks was flexible enough to be configured to support these.

Operational Usage

OS³ Frameworks is typically utilised within a number of operational areas across the Telecoms Service Management Ecosystem including the following:

  • Network Operations Centres
  • Customer Care
  • Problem Management
  • Field Engineering Dispatch
  • Network Design and Planning
  • Change Management
  • Planned Maintenance
  • Vendor and Partner Management
  • Customer Account Management
  • Market Management
  • Service Quality Management
  • Regulatory Reporting

Adherence to ITIL Best Practice and Telecoms industry standards and methods for Network Engineering Maintenance activities

To support the centralisation of Change Management / Scheduled Maintenance planning and control across both IT and Network infrastructure, and indeed the convergence of the respective technologies and services, OS³ Frameworks had to bring these ‘two worlds’ together with a common overall approach.

One of our larger clients, (within just one of its divisions), has implemented OS³ Frameworks across circa 7,000 users as a core part of the solution that initiates and manages ticket volumes of circa 400,000 per month.  Tickets in this particular client are initiated from across multiple ecosystem sources including a range of internal monitoring systems, partners, suppliers and customers, broadly categorised as follows:

  • Network Trouble / Incident Management c.40%
  • Network Change Management c.15%
  • Work Order Management c.30%
  • IT Incident Management c.15%

OS³ Frameworks is a TM Forum Certified Product scoring 7 out of 7 in all major categories

“We congratulate Quob Park Solutions for their successful Frameworx Conformance Certification. Adoption of TM Forum’s Frameworx shows Quob Park Solutions’ commitment to providing service providers with standards-based solutions that reduce the cost of procurement, as well as the total cost of system ownership”
